Just saw Colin Powell talking about Janjaweed in Sudan and their campaign of terror. Funny, sounds like Vietnam, when it was Powell burning villages not Janjaweed.
Since this campaign is stuck in time warp that some observers claim is a blatant attempt to silence any populist movement for legitimate government, let's do the time warp ...
It's just a jump to the Left:
In 1997, however, this situation changed. The Assassination Records Review Board (ARRB), an independent civilian body established under the 1992 JFK Records Act that has already been responsible for the release of millions of pages of official records deemed relevant to Kennedy's assassination, ruled that his tapes relating to Vietnam decision-making should be released. In July the JFK Library began releasing key tapes, including those of the withdrawal meetings on October 2 and 5, 1963.7
A careful review of the October 2 meeting makes clear that McNamara's account is essentially accurate and even to some degree understated. One can hear McNamara--the voice is unmistakable--arguing for a firm timetable to withdraw all U.S. forces from Vietnam, whether the war can be won in 1964, which he doubts, or not. McNamara is emphatic: "We need a way to get out of Vietnam, and this is a way of doing it."
In Retrospect's discussion of Kennedy's decision to withdraw ends at this point. McNamara makes no mention of NSAM 263. However, on the tape of the meeting of October 5, 1963, one can clearly hear a voice--it may be Robert McNamara or McGeorge Bundy--asking President John F. Kennedy for "formal approval" of "items one, two, and three" on a paper evidently in front of them. It is clear that one of these items is the recommendation to withdraw 1,000 men by the end of 1963, the rationale being that they are no longer needed. This short exchange is thus unmistakably a request for a formal presidential decision concerning the McNamara-Taylor recommendations. After a short discussion of the possible political effect in Vietnam of announcing this decision, the voice of JFK can be clearly heard: "Let's go on ahead and do it," followed by a few words deciphered by historian George Eliades as "without making a public statement about it."

Prouty: We'll start with that final question because it's an important one. The atom bomb, as you know, was developed under the Manhattan Project which was part of the Army during the War. It was obvious that, at the end of the war, there would have to be a continuing development with atomic weapons, fission weapons; that there would also probably be peace time use of these weapons, and that the ability to manufacture these rare materials -- plutonium and the like -- for the weapons required an enormous facility and would have to be run by someone.
Yet, it was inadvisable to keep that in the Army. It was felt that this should be under national control, more or less for coordination, almost like the CIA, but to coordinate all this. So they moved this business of nuclear weapons into the Atomic Energy Commission (AEC) and they continued the development of the fission weapon. At the time they were dropped at Hiroshima and Nagasaki, there were two different types more or less competing with each other for perfection. But there was a lot of research still to do.
Finally they got the atom bomb from a monster that had to be put in a B-29 down to where you could carry it around in the back of a Volkswagen. They improved it. And enlarged its explosive power as well. In due time the hydrogen bomb was created which now can be any size you want. You can make a hydrogen bomb as big or little as you want.
So this was put under the Atomic Energy Commission as well as the development of nuclear power and, to a degree, space materials and so on. It was a practical matter. The other side of this situation, the Manichaean devil, is simply another way to talk about the Cold War. You can't get Congress to appropriate money for an enormous war organization unless you can show a reason for it. We had to create the reason, we had to create this devil so we created Communism. Even the Soviets don't understand the communism we think about; it goes so far beyond their model. And we saw it in every closet, every country. We divided the entire world up into "us" and "them" and then began to create a military establishment that could counter, we thought, every move made by anybody. Every time India went a little bit pro Communist, India became our enemy. Every time India went a little bit toward us, they became our friend. Everybody was in that area; there were no neutrals, it was all "us" and "them."
This has resulted in the expenditure of $6 trillion for armaments, most of which can never be used effectively. There is no way to use them effectively. Even in Vietnam. We dumped two-and-a-half times as much bombardment onto the ground in Vietnam as we did in all of World War II -- to what effect? We killed a lot of people. We uprooted a lot of trees and so on. But there was no actual military effect of that. That's the way the rest of our establishment is. They could have used hydrogen bombs and in fact, we did have nuclear weapons in Indochina. Fortunately we didn't use them. But they were there.
On the other side of it, if you create this devil, and he's in every closet around the world, then you can justify having a 600-ship navy and a something-or-other wing air force, and an enormous army, because you keep telling the Congress and the American people that `My goodness, this great enormous devil is going to leap out of a closet any day at any time -- the war could start here or could start there -- we've got to be ready for the whole world.' And that's how you spend the money. Even though you can't prove what you're going to do with the money, you spend it.
The devil scares you so bad that you don't think anymore. Take the Strategic Defense Initiative, this thing that was going to cost billions and billions: now we spend for a B-2 bomber which is supposed to be stealthy and they claim that radar cannot find that bomber as it approaches. Heck, it makes more noise than almost anything you ever heard. It's got huge engines and they're ducted out so that even the radar can't read the engine, but that doesn't mean it shuts the sound down. The first way we used to detect bombers coming during World War II was with noise devices. So they'll simply go back to noise devices -- the Stealth Bomber will be worthless. It's already worthless before it flies. The most expensive airplane ever built -- they spent $65 billion on an airplane they can't get in the air yet and when it does, all the enemy will have to do instead of using radar is use audio to listen for it and they'll know it's there. We don't even know what we're doing.
That's what this Manichaean devil does. I'd like to mention an interesting side-line about Vietnam. The Vietnam escalation modestly began in the Kennedy Era, and Kennedy was said to have around him the Irish Mafia. If you are familiar with the lore of old Ireland, you'll know that the Irish mother would tell her bothersome child, `If you aren't a good boy, the cong will get you.' The cong was a ghost in the closet. In Vietnam, the word for a beggar is a kha, and they were briefing about these beggars, these trouble-makers in Vietnam, and they were calling them the Viet Kha. Kennedy's young Irish Mafia men who did not know much about Vietnam thought they were talking about the Viet Cong, the devil in the closet, and the word "Viet Cong" was created by mistake, by hearing the word "kha" as a Vietnamese word and "cong" as the Irish ghost. It just happened that in that era, we all of a sudden got Viet Cong phonetically out of the misapplication of the word right in an office in the Pentagon of Washington, and not out in the field. Ever after that, it was the Viet Cong. That's how we create our Manichaean devils, that's how we create our opposition, that's how we spend $6 trillion.

Replicating the Iran Contragate Pattern
Remember Ollie North and the Nicaraguan Contras under the Reagan Administration when weapons financed by the drug trade were channeled to "freedom fighters" in Washington's covert war against the Sandinista government. The same pattern was used in the Balkans to arm and equip the Mujahideen fighting in the ranks of the Bosnian Muslim army against the Armed Forces of the Yugoslav Federation.
Throughout the 1990s, the Pakistan Inter Services Intelligence (ISI) was used by the CIA as a go-between -- to channel weapons and Mujahideen mercenaries to the Bosnian Muslim Army in the civil war in Yugoslavia. According to a report of the London based International Media Corporation:
"Reliable sources report that the United States is now [1994] actively participating in the arming and training of the Muslim forces of Bosnia-Herzegovina in direct contravention of the United Nations accords. US agencies have been providing weapons made in ... China (PRC), North Korea (DPRK) and Iran. The sources indicated that ... Iran, with the knowledge and agreement of the US Government, supplied the Bosnian forces with a large number of multiple rocket launchers and a large quantity of ammunition. These included 107mm and 122mm rockets from the PRC, and VBR-230 multiple rocket launchers ... made in Iran. ... It was [also] reported that 400 members of the Iranian Revolutionary Guard (Pasdaran) arrived in Bosnia with a large supply of arms and ammunition. It was alleged that the US Central Intelligence Agency (CIA) had full knowledge of the operation and that the CIA believed that some of the 400 had been detached for future terrorist operations in Western Europe.
During September and October [1994], there has been a stream of "Afghan" Mujahedin ... covertly landed in Ploce, Croatia (South-West of Mostar) from where they have traveled with false papers ... before deploying with the Bosnian Muslim forces in the Kupres, Zenica and Banja Luka areas. These forces have recently [late 1994] experienced a significant degree of military success. They have, according to sources in Sarajevo, been aided by the UNPROFOR Bangladesh battalion, which took over from a French battalion early in September [1994].
The Mujahedin landing at Ploce are reported to have been accompanied by US Special Forces equipped with high-tech communications equipment, ... The sources said that the mission of the US troops was to establish a command, control, communications and intelligence network to coordinate and support Bosnian Muslim offensives -- in concert with Mujahideen and Bosnian Croat forces -- in Kupres, Zenica and Banja Luka. Some offensives have recently been conducted from within the UN-established safe-havens in the Zenica and Banja Luka regions.

The US Administration has not restricted its involvement to the clandestine contravention of the UN arms embargo on the region ... It [also] committed three high-ranking delegations over the past two years [prior to 1994] in failed attempts to bring the Yugoslav Government into line with US policy. Yugoslavia is the only state in the region to have failed to acquiesce to US pressure.5

This tapeworm operates globally. It has been winning at economic warfare because those opposed to it cannot see it clearly and are not yet networked globally to move people, places and capital out of its reach. My pastor, Bishop Alfred Owens, says, "If we can face it, God can fix it." Indeed, divine authority is hamstrung-- waiting for the necessary global networks to align around a common map of the real deal about global consolidation of economic and political power --- and the resulting liquidation of wealth.
This tapeworm is managed tightly by the cartels that syndicate around central banking and warfare and it has four phases:
- Phase One--Break It: Private syndicates make money destroying a place through organized crime, covert operations, warfare or a variety of both;
- Phase Two- Buy It: The profit generated from breaking it is used to buy or seize "legal control" at a discount;
- Phase Three- Fix It: Government funding, credit and subsidies are then used to "fix it" while harvesting remaining assets, including with narcotics trafficking, sex slavery and any other form of liquidating the human, intellectual, environmental and physical capital in a place:
- Phase Four--Declare Victory: Victory is then declared and a flow of foundation and academic grants funded by the "break it-fix it" profits generate awards, photo opportunities and official archives and documentations for the perpetrators to be admired for their bringing of advanced civilization to the natives.
What emerges from an investment banker's analysis of billions of transactions involved in situation after situation, in place after place, in year after year, is surprisingly simple.
We are watching a global first world economy that has a negative return on investment.

Not only were American intelligence agencies unable to accurately analyze events and trends in Sudan, there is ample evidence that they actually accepted as facts claims about Sudanese involvement in terrorism which were subsequently revealed to have been fabricated. In September 1998, in the wake of the al-Shifa fiasco, both the 'New York Times' and the London 'Times' reported that the Central Intelligence Agency had previously secretly had to withdraw over one hundred of its reports alleging Sudanese involvement in terrorism. The CIA had realized that the reports in question had been fabricated. The London 'Times' concluded that this:
"is no great surprise to those who have watched similar CIA operations in Africa where American intelligence 'is often seen as an oxymoron.' " (5)
A striking example of this was the closure by the Clinton Administration of the American embassy in Khartoum in 1996. This decision was presented as yet one more example of concern over Sudan's alleged support for international terrorism. CIA reports were said to have stated that American embassy staff and their families were in danger.(6) The Clinton Administration's spokesman, Nicholas Burns, stated at the time that:
"We have been concerned for a long period of time about the activities and movements of specific terrorist organizations who are resident in Sudan. Over the course of many, many conversations with the Sudanese Government, we simply could not be assured that the Sudanese Government was capable of protecting our Americans against the specific threats that concerned us...The specific nature of these threats, the persistence of these threats, and our root belief at the end of all these conversations that this particular government could not protect them led us to take this extraordinary measure of withdrawing all of our diplomats." (7)
It is now admitted the reports cited in justifying this decision were subsequently withdrawn as having been fabricated. As the 'New York Times' investigation documented:
"In late 1995 the CIA realized that a foreign agent who had warned repeatedly of startling terrorist threats to U.S. diplomats, spies and their children in Khartoum was fabricating information. They withdrew his reports, but the climate of fear and mistrust created by the reports bolstered the case for withdrawing personnel from the U.S. Embassy in Khartoum, officials said...The embassy remained closed, even though, as a senior intelligence official put it, 'the threat wasn't there' as of 1996.".(8)
